The debate over U.S. immigration policy is long on passion and woefully limited on facts. This excellent study by economist Borjas provides a firm factual foundation to guide future decisions. Contrary to the conventional wisdom, he maintains that immigrants do not lower the wages or employment opportunities of natives; however, the mix of recent immigrants has changed. New arrivals are less skilled than those who came 30 years ago, and therefore do not perform as well as earlier immigrants. Borjas notes that immigration restrictions are inherently discriminatory--rules necessarily exclude someone. He suggests that the U.S. would benefit significantly by shifting its policies toward admitting immigrants on the basis of their skill levels, by means of a point system ranking skills; or perhaps even selling visas to immigrants. This book is crucial reading for those interested in immigration policy.

None of this "give me your tired and poor" stuff for Borjas (economics, Univ. of California, Santa Barbara). He depicts today's mainly Asian and Latin American immigrants as "losers," with the United States losing the immigrants with the greatest potential for economic success to other countries, mostly because of an emphasis on family member preference in immigrant entry quotas. Borjas's book does not make for easy reading, given his less than felicitous writing style; however, his careful survey of extant data and scholarly research regarding immigration past and present provides a valuable, albeit controversial, contribution to the literature.

If you only have a hammer...

This book is one that people interested in immigration policy should read. Borjas relentlessly applies economic theory to the question of immigration, rarely pausing to think about whether he's getting a clear picture or not. It was a fairly ground-breaking attempt to look at immigration from an economic perspective and has quite a lot of useful information. That said, it also is a frustrating book and one that has some pretty significant flaws that should be kept in mind. Here are a few examples. Borjas discounts the idea that discrimination is a significant factor in the poor labor market performance of certain immigrants with no more argument than a reference to the work of Gary Becker and the claim that Becker had shown that there is no such thing as workplace discrimination. Becker, of course, has shown no such thing but had merely provided an a prior argument which was, unfortunately, not born out by empirical enquiry. This part of Borjas's book, then, is completely unsupported. Borjas regularly uses operational definitions of terms (as do most economists) but without realizing how this distorts the picture and limits the inferences that can be drawn from the data. So, he repeatedly claims that new waves of immigrants are less skilled than older immigrants, but what he means by this is just that they do less well in the labor market than did older immigrants. This is a very unusual definition, to say the least, and makes his claims that we should try to recruit more skilled immigrants hard to understand since, on his account, this can only mean that we should recruit more immigrants who will do well in our labor markets. He gives no advice on how to do this, nor on what this would mean as a policy proposal. ("Skilled", on his account, does not and cannot mean "highly trained" or "highly educated".) So, while it may well be true the more recent immigrants are less skilled than older waves, Borjas's use of an operational definition of "skilled" makes his analysis of little use. Similarly Borjas makes a bizarre claim about how the admission of "less skilled" immigrants has imposed a loss on the US economy. This is a bizarre claim since in order to make it he has to imagine that we might have recruited the same number of "skilled" (in his operationally defined sense) immigrants as we did "unskilled" ones in the same time period. He then takes the difference in GDP from the real world and his totally imaginary and probably impossible one and calls this a "loss". This is a loss only in a very funny sense- the same way in which you have a loss of a million dollars when you don't pick the right numbers on the lottery, even if you in fact won 5 dollars and so are four dollars ahead of where you were before. Since there is no reason at all to think we could have attracted this number of "skilled" workers this cannot even realistically be called a lost opportunity. Borjas notes this very briefly in a foot-note, but doesn't seem to notice that it makes much of his analysis in that section of the book nonsense. There are many more examples of similar problems. So, over all, the book is worth reading both for the useful parts, those which discuss various ways in which immigration has changed over time and how immigrants impact the economy, it has enough significant methedological flaws that it cannot be strongly recommended.

This book is a useful purchase for any engineer or technologist concerned with winding thin materials, particularly paper, film and similar products. It brings together the expertise of two world-leading experts in the field. Dr David Roisum is an inspiring teacher of winding principles and practice, and his seminars and courses are famous around the globe. I can almost imagine myself sitting in his class as I read the book! There are useful solutions to most winding problems, and the reasons why things are done are carefully explained. The sections of the book on machines and measurement especially show David s sympathy for the employees faced with turning out good rolls, of ever-changing products, on machines that may not be quite up to the job. His folksy approach and everyday analogies make this a very appealing book; although some of the technical and not-so-technical terms may mean little to those outside North America! Dr Keith Good has led the winding research at Oklahoma State University s Web Handling Research Centre for 20 years. During this time he has published many research papers, and these form the core of the section on modelling. Building on the basic calculation of stresses within a roll after winding, he has proposed and experimentally confirmed the additional effects of a contact roller, air entrainment, thermal and viscoelastic effects. He is acknowledged as the top academic expert on winding world-wide. As well as the published academic studies, he is familiar with the development work and production issues in many of the companies that sponsor the Centre: these include most of the major US firms who produce and process web materials. The key idea in the book is that the winding conditions and material properties determine the stresses within the roll during and after winding, and these determine the roll properties and whether it will exhibit one or more of a number of defects. Quality problems can often be solved by relatively simple changes to the winding conditions or equipment: there are suggestions in the book for overcoming most defects. However, the modelling of roll stresses can reduce the time taken to reach a solution; and it enables the effects of larger reels, higher speeds and new materials to be considered with a degree of certainty. This significantly reduces the risk of building equipment or running a new product on production scale. To appreciate the theory fully, graduate-level engineering mathematics is needed. However, there are sufficient explanations and figures for this section to be comprehensible and valuable for readers without that background. To perform the modelling, the book comes with WindARoll software written using Microsoft Excel® as a platform. This calculates and plots graphs of roll stresses, wound-on tension (after passing through the contact nip), torque capacity and limiting speeds for significant air entrainment and telescoping. A useful library of web material properties can be called up. Each input has a clear pop-up help comment of what is required and its significance. The book is unique in the way it applies recent academic research to solving practical winding problems. It represents a significant advance on Roisum s earlier book, The Mechanics of Winding , published in 1994. Readable and easy too understand

My two cent's

This book is a must have, if you are working in the winding industry and want to go deeper inside the winding process.
Although it is mainly focus on the paper side of winding and less on the foil
and a lot of parts in this book are common sense things I still highly value this book,
as it gives you a good inside at the whole winding process.

Comprehensive but lacks some detail

The cost indicated this might be a bit more detailed than it is. It does cover most of the subjects regarding winding but some subjects contain little detail. I my opinion a good overview of winding but not really worth the high price tag. The software supplied on disk is little more than a calculating spreadsheet and not much real use.

About the Author

Donald J. McLean, PhD, is an associate professor in the department of recreation, park, and tourism administration at Western Illinois University–Quad Cities in Moline, Illinois. He has been teaching ethics classes since 1989. His interest in this area was spurred by practical experience gained through 12 years of coaching competitive rowing and founding rowing programs and clubs at the varsity, campus recreation, and community levels. He has presented papers on applied ethics at national conferences and served as guest editor for a special applied ethics issue of the Journal of Applied Recreation Research. In his own leisure time, he enjoys golfing, traveling, and boating.

Daniel G. Yoder, PhD, provided most of the case studies in this book from his experiences. Yoder is a professor in the department of recreation, park, and tourism administration at Western Illinois University in Macomb, Illinois. He has taught at the university level for 12 years and has also worked in the leisure services field for 12 years. He is a member of the National Park and Recreation Association and of the Illinois Park and Recreation Association (IPRA), having served in a number of positions with the IPRA. He is also involved in a variety of nonprofit organizations dealing with recreation and youth in his community. Yoder has served on various university judicial boards, hearing cases involving students' alleged misconduct. Besides his teaching and community involvement, he is a husband, father, part-time farmer, full-time conservationist, and avid beekeeper.

This book documents, with humble distillation, the many thrills and spills of scientific discovery and application. Innovation is the key to economic survival and is the only real competitive advantage. Many personalities vie for control of corporate sponsorship and funding so these critical programs require not only heavy brain power but masterful political maneuvering to make into reality.

Spiro darts across the industrial R&D minefield, between exploding light bulbs, indestructible and toxic wastes and stealth airplanes, armed to the teeth with weapons loaded with pathos and humor, withstanding fire from friend and foe alike. Pugnacious, witty and indeed showcasing, in the spirit of Carlyle and Edison, a transcendent capacity for taking (and making) trouble. Read this book if you are in or would like to be in an industrial R&D career, study it if you would like to profit from the work of Spiro and his army.

Right out of the trenches!

Insightful, genuine and funny, Cliff Spiro brings together a series of vignettes to make it through the minefield of corporate R&D (almost) unscathed from his rich corporate R&D experience. The path can be tortuous and unexpected. I highly recommend this book to engineers, scientists, manager, executives of all ages who either need vindication, guidance or just a good dose of reality.
